DEBATE TOPIC: There are 5 addictive substances. Only 1 substance can be prohibited (banned throughout the USA). A class vote at the end of the debate will determine which substance it will be. The remaining four substances will be either decriminalized (remain illegal, but a low priority for law enforcement) or legalized for adults.
ROUNDS
1: Opening statements: “Why we’re right.”
2: Counter-Arguments: “Why you’re wrong.”
3: Class vote--Your actual opinion.
YOUR STRATEGY
Decriminalize—Keep the substance illegal, but don’t devote serious effort into enforcing the law. Getting arrested for using a decriminalized substance may only result in a fine and/or mandatory treatment, rather than prison time. Example—heroin in Portugal. What's a good counter-argument to this strategy?
Legalize—The substance is legal, with certain restrictions (only for adults, not before driving, etc.). Example—marijuana in Colorado. What's a good counter-argument to this strategy?
2. Research:
a. Individual harm. Effects on health. What does it do to the body? How addictive is it?
b. Societal harm. Crime stats, # of deaths (directly or indirectly) vs. law enforcement/treatment costs. How much does it cost to imprison users? To treat their addictions?
